How we monitor performance
Performance against the council’s Corporate Plan is monitored through a performance framework known as ‘The Corporate Plan Outcomes Framework’. This framework is the basis for evaluating progress and performance against the priorities outlined in the Corporate Plan. Utilising a RAG (Red, Amber, Green) approach, we assess performance across service areas, ensuring alignment with predetermined targets. This fosters transparency and accountability.
Underpinning this framework is a performance management process that adheres to principles of good governance and accountability. Performance data undergoes scrutiny at multiple levels, with clear escalation pathways for addressing issues promptly and effectively. Target-setting and benchmarking provide clarity regarding performance expectations. While the Corporate Plan Outcome Framework provides a comprehensive overview, it does not encompass all performance. Various other frameworks are in place to evaluate performance in specific areas ensuring a holistic approach to performance management.
Cabinet Members play a key role in monitoring the delivery of the Corporate Plan. Biannual reports on the Corporate Plan Outcomes Framework to Cabinet demonstrates our commitment to transparency and effective governance. The Deputy Cabinet Member for Performance and Data Insight provides peer oversight, adding an additional layer of rigor and accountability.
Additionally, the Executive Team receives quarterly updates on Corporate Health, Service Measures, and Oflog Performance Reports. These updates provide a strategic overview of performance across multiple areas, facilitating informed decision-making and active intervention where necessary.

Every year, Barking and Dagenham Council carries out a Residents Survey to find out what residents think about the Council, services and the local area.
It was the first time that the Annual Residents Survey was conducted in-house, utilising the Council’s consultation and engagement website, One Borough Voice.
The survey was open from 11th September 2023 to 22nd October 2023 (5 weeks).932 responses were received, and the data has been weighted to more accurately represent the Borough’s demographic profile.
Please note: Due to the change in methodology, the results of the Annual Residents Survey 2023 cannot be compared to previous years’ results.

The survey was carried out between 27th November 2021 and 27th March 2022.
1,056 telephone interviews were conducted with a representative cross-section of the local population.

The survey was carried out by telephone between 29th December 2020 and 27th February 2021, just as the country was placed into a second national lockdown.
A number of questions were changed from those asked in the previous surveys to focus ore on the COVID-19 pandemic.

The survey was carried out by telephone between 7th November and 18th December 2019. Quota controls were used to ensure a representative sample and 1,100 responses were achieved overall.
