David Harley appointed as Barking and Dagenham’s new Strategic Director of Inclusive Growth and Place

David Harley has joined Barking and Dagenham Council this week as the permanent Strategic Director of Inclusive Growth and Place.

With an extensive track record in urban regeneration and development, David brings a wealth of experience to the role, having spent the last few years delivering significant regeneration projects across the borough as Development Director at Be First.

David’s contributions at Be First have been pivotal, including the facilitation of Eastbrook Film Studios and the delivery of numerous high-impact regeneration schemes. His work has also attracted substantial private sector investment and secured vital funding for the borough.

David, a chartered town planner, has a long-standing relationship with Barking and Dagenham, having worked in the borough since 1999. Prior to his time at Be First, he was Head of Regeneration at the council, where he played a key role in driving local regeneration efforts.

David’s deep passion for art, culture, and heritage, coupled with his focus on creating employment opportunities, aligns perfectly with the council's vision of inclusive growth. His return marks an exciting new chapter for the borough as we continue our work to unlock the full potential of our borough and community.
