Parking permit terms and conditions

It is important to read the terms and conditions for the issue of parking permits before submitting an application.

Applications will not be authorised unless the correct proof is supplied.

Applicants are advised to allow 5 working days for any requests to be processed. However, if further investigation is required, it may take longer than this.

You cannot apply to renew a permit until 21 days prior to the old permit expiring.

Season ticket terms and conditions

1. A Car Park Season Ticket is only valid for use during the times indicated at the appropriate car park(s) for which it was issued. 

2. The following sub-categories of Season Tickets are available: 

a. 6am to 8pm access: This is suitable for local workers and commuters. It eliminates the need to buy cashless parking sessions daily and is valid for use in either London Road Multi-storey or Heathway Multi-storey car park.

b. 24-hour access: This is suitable for local residents who want to use the Car Park at any time. It is available in London Road Multi-storey.

c. 8pm to 6am (and weekend) access: This is suitable for local residents who want to use the Car Park but does not require day-time access to the car park. It is available in London Road Multi-storey.

d. Season tickets issued for surface car parks are available for times between 6am to 8pm access in the following locations:

  • Althorne Way Car Park
  • Becontree Avenue Car Park 
  • Broad Street Shopping Area
  • Civic Centre Car Park
  • Fiddlers Shopping Area
  • Green Lane Shopping Area
  • High Road Chadwell Heath
  • Stour Road Car Park
  • Wantz Road Car Park

However, they are not valid in the following locations:

  • Parks
  • Bobby Moore Way Car Park
  • Linton Road Car Park
  • London Road and Heathway Multi-storey Car Parks

3. It is the responsibility of a season ticket holder to apply for renewal prior expiration.

4. It is the responsibility of a season ticket holder to ensure that a valid season ticket is held to avoid incurring a Penalty Charge Notice (PCN).

5. If you no longer need your season ticket and have a minimum period of four weeks remaining, you can apply for refund. An administration fee may be deducted from the amount refundable.

6. No markings, modifications, advertisements, or structural alterations may be made to the parking space or its surrounding area.

7. The council does not provide any guarantee of exclusive parking space for sole use of a permit holder.

8. Only vehicles not exceeding 2.3m in height or 5.25m in length (including roof attachments) or designated for less than 12 passengers can be issued with a season ticket.

9. Vehicles and their contents are parked entirely at the owners’ risk and the council accepts no liability for any damage to vehicles while in the Car Park.

10. The council may withdraw any season ticket if payment made by cheque or credit/debit card is subsequently dishonoured.

11. The terms and conditions of use may be amended at any time, with notification of intent advertised online and on the Car Park notice board at least 30 days prior to the amendment taking effect.

14. If payment for your season ticket is dishonoured, we will notify you and you will have an opportunity to pay any outstanding monies owed within 7 days after which the Car Park Season Ticket will be revoked and terminated.

15. The council can terminate the parking space by giving 14 days’ notice either to the address on record or by displaying a notice at the parking space. In such circumstances, any monies due will be refunded.

16. Being in possession of a season ticket is not a waiver for any Car Park regulation or enforcement regime. 

Business parking permit terms and conditions

A permit is issued virtually and is for the sole use of the vehicle for which the permit was issued for.

Having a parking permit does not guarantee a parking space will be available, and permit holders will not be entitled to reserve any specific parking bay for their exclusive use.

Vehicles and their contents are parked entirely at the owners’ risk and the council accepts no liability for any damage occurring to vehicles while a permit is in use

Vehicles must be parked in a manner that does not obstruct other car park or road users

Where a permit is intended for use by a vehicle parked in a marked bay (such as in a council car park or on-street pay and display), permit holders must park wholly in marked spaces

Only cars and vans not exceeding 2.3m in height or 5.25m in length (including roof attachments) or designated for less than 12 passengers can be issued with a permit

It is the responsibility of the permit holder to apply for parking permit renewals when necessary; the council will not send reminder notices

A permit may be withdrawn either indefinitely or for a specified period in the event of any breach of these conditions of use, as determined by the Parking Manager. The council also reserves the right to refuse an application if an applicant attempts to fraudulently obtain or use a permit.

It is the responsibility of the permit holder to ensure that their permit is valid at the location they are parking at. Any PCN issued following a failure to meet this condition will not be cancelled.

Resident parking permit terms and conditions

A. To qualify for a Resident Parking Permit, the address the application is made for must be your usual place of residence.

B. Resident parking permit is only valid for use in marked resident parking bays (or shared-use bays) within the zone for which it was issued.

C. It is the responsibility of the permit holder to ensure that he/she is parked entirely within a resident permit holder’s bay or, if applicable, a shared use permit bay within the zone of issue to avoid incurring a Penalty Charge Notice (PCN).

D. Maximum size of the vehicles for which the application is being made must not exceed 2.3m in height or 5.25m in length. If any vehicle using a permit exceeds these specifications, the permit shall be rendered invalid.

E. It is the liability of a permit holder to:

1. Apply for a new permit for a new vehicle as permits are non-transferable.

2. Process  a renewal application within 21 days before  the expiry of the current permit.

F. Having a resident permit does not guarantee availability of a parking space.

G. Residential permits are refundable under certain circumstances, only full unused months are refundable.

H. Being in possession of a resident permit does not waive any parking regulations and enforcement regime.   If a permit holder is in breach of any parking restriction, he/she will be served with a PCN.

I. Permit holders are not allowed to sell goods from their vehicles.

J. If a permit holder no longer lives in a Controlled Parking Zone or sells their vehicle, the permit must be surrendered.

K. Permits will not be issued if the applicant has up to 3 outstanding Penalty Charge Notice(s) in the London Borough of Barking and Dagenham.

M. Vehicles and their contents are parked entirely at the owners’ risk and the council accepts no liability for any damage to vehicles whilst parked in a resident bay.

N. The council reserves the right to refuse or withdraw a permit if the applicant attempts to fraudulently obtain or use a permit.

O. The council may withdraw any resident parking permit if payment made by cheque, or credit/debit card is subsequently dishonoured.

P. The council reserves the right to carry out random permit application checks at any time. If the documents requested are not supplied, the council reserves the right to suspend or withdraw the permit until the documents requested are received.

Paperless visitor parking permit terms and conditions

A. Applicant for resident visitor permits  must be resident at the address for which the application is being made for.

B. Resident visitor permit sessions  is only valid for use in marked resident parking bays (or shared-use bays) within the zone for which it was issued.

C.  It is the responsibility of the permit holder to ensure that he/she is parked entirely within a resident permit holder’s bay or, if applicable, a shared use permit bay within the zone of issue  to avoid incurring a Penalty Charge Notice (PCN).

D. Maximum size of the vehicles for which the application is being made must not exceed 2.3m in height or 5.25m in length. If any vehicle using a resident visitor  permit exceeds these specifications, the permit shall be rendered invalid.

E. Purchasing a resident visitor permit session  does not guarantee availability of a parking space.

F. Resident visitor sessions are non-refundable

G. Purchase of a resident visitor permit session does not waiver any parking regulations and enforcement regime. If a permit holder is in breach of any parking restriction, he/she will be liable to a PCN.

H. You are not allowed to sell goods from your vehicle if you have a resident visitor permit session.

I. Vehicles and their contents are parked entirely at the owners’ risk and the council accepts no liability for any damage to vehicles whilst parked in a resident bay.

Temporary parking permit terms and conditions

A. To qualify for a Temporary Resident Permit, the address the application is made for must be your usual place of residence.

B. A Temporary Resident Permit is only valid for use in marked resident parking bays (or shared-use bays) within the zone for which it was issued.

C. It is the responsibility of the permit holder to ensure that he/she is parked entirely within a resident permit holder’s bay or, if applicable, a shared use permit bay within the zone of issue and the permit is clearly displayed to avoid incurring a Penalty Charge Notice (PCN).

D. Maximum size of the vehicles for which the application is being made must not exceed 2.3m in height or 5.25m in length. If any vehicle using a permit exceeds these specifications, the permit shall be rendered invalid.

F. Having a Temporary Resident Permit does not guarantee availability of a parking space.

G. Temporary Residential Permits are not refundable.

H. Being in possession of a permit does not waive any parking regulations and enforcement regime.   If a permit holder is in breach of any parking restriction, he/she will be served with a PCN.

I. Permit holders are not allowed to sell goods from their vehicles.

William Street Quarters (WSQ) parking permit terms and conditions

A. To qualify for a WSQ Resident Parking Permit, the address the application is made for must be your usual place of residence.

B. Resident parking permit is only valid for use in marked resident parking bays (or shared-use bays) within the zone for which it was issued.

C. It is the responsibility of the permit holder to ensure that he/she is parked entirely within a resident permit holder’s bay or, if applicable, a shared use permit bay within the zone of issue and the permit is clearly displayed to avoid incurring a Penalty Charge Notice (PCN).

D. Maximum size of the vehicles for which the application is being made must not exceed 2.3m in height or 5.25m in length. If any vehicle using a permit exceeds these specifications, the permit shall be rendered invalid.

Q. WSQ Resident Parking Permits are restricted to one permit per address.

Boroughwide Business / Trade Permit terms and conditions

A permit is issued virtually and is for the sole use of the vehicle for which the permit was issued for.

This permit is issued to businesses/ traders based in Barking and Dagenham whose vehicle(s) are essential for the efficient operation of their business within the whole of the borough.

This permit is for parking for a maximum of 4 hours per session within Controlled Parking Zones.

Having a parking permit does not guarantee a parking space will be available, and permit holders will not be entitled to reserve any specific parking bay for their exclusive use.

Community / healthcare permit terms and conditions

  1. The permit is available to essential service providers within LBBD.
  2. The permit is valid for parking in most council operated car parks, resident parking bays and cashless / pay and display locations.
  3. Permits are valid for one vehicle registration number at any one time.
  4. If a permit holder no longer works with the establishment through which the application was made or the permit is no longer required for the purposes for which it was obtained, Parking Services must be notified, and the permit will be revoked.
  5. It is the responsibility of the permit holder to ensure that the vehicle is parked entirely within appropriate parking bay to avoid incurring a Penalty Charge Notice (PCN).
  6. It is the responsibility of the permit holder to apply for parking permit renewals when necessary. A renewal application can be made within 21 days of the current permit expiring.
  7. Penalty Charge Notices incurred for non-renewal may not be cancelled.
  8. The permit is NOT valid for parking on yellow lines or loading restrictions.
  9.  THE PERMIT IS NOT VALID FOR PARKING IN THE FOLLOWING LOCATIONS:   
  • WSQ/AM Controlled Parking Zone (Barking)
  • Bobby Moore Car Park (Barking)
    • Clock House Avenue (Barking)
    • Broadway (Barking)
    • Bobby Moore Way (Barking)
    • First and second level of London Road Multi-Storey Car Park (Barking)
    • Axe Street (Barking)

Associate Commuter permit terms and conditions

  1. Associate parking permits are valid for use in the following Car Parks - London Road Multi-Storey Car Park & The Mall Car Park (Heathway).
  2. The permit is not valid for use in bays allocated to specific permit type.
  3. Available modes of payment for Associate permits are card payments in advance.
  4. Associates who wish to leave the scheme can cancel their permits on Permitsmarti at any time.
  5. The permit is solely for personal use of named associates and must not be made available for third party use.
  6. Vehicles must be parked wholly in marked spaces where applicable. Crucially, vehicles must NOT be parked in a manner to obstruct access/exit points or other car park users.
  7. Vehicles and their contents are parked entirely at the owners’ risk and the Council accepts no liability for any damage to vehicles whilst in the Car Park.
  8. The Council does not provide any guarantee of exclusive parking space for sole use of a permit holder.
  9. It is the responsibility of a permit holder to renew their permit when due or required.
  10. Only vehicles not exceeding 2.3m in height or 5.25m in length (including roof attachments) or designated for less than 12 passengers can be issued with a staff permit.
  11. Being in possession of an Associate Permit does not waive any of the Car Park regulations and enforcement regime.   Failure to comply with any of the terms and condition of this permit and/or other parking regulations may lead to Penalty Charge Notice (PCN) being issued.
  12. All representations regarding PCNs must be made in writing to Parking Services as stipulated on the PCN. Third party appeals are not permitted.
  13. The ‘terms and conditions’ of the permit may be amended at any time. Notification of intent will be advertised at least 28 days prior to the amendment taking effect.
  14. A permit may be withdrawn either indefinitely or for a specified period in the event of any breach of these conditions of use as determined by the Head of Parking Services. An associate whose permit is withdrawn may ask for the decision to be re-considered by the Operational Director (or designated senior officer) whose decision shall be final.

Dropped Kerb Waiver terms and conditions

  • The Dropped Kerb Waiver is only available to residents who has a dropped kerb to their property in a Controlled Parking Zones.
  • Only one waiver is available to each address. 
  • The Waiver is not interchangeable between vehicles and is non-refundable; an existing waiver must be cancelled, and a new application made for a new waiver where required.
  • Dropped Kerb Waivers are only valid for parking across the dropped kerb of the address where the vehicle is registered at and where the permit is linked to.
  • The Waiver is NOT valid for parking in resident parking bays or across other dropped kerbs.
  • Parking across dropped kerbs should be in alignment with resident parking bays on the street; if the resident parking bays are wholly on the carriageway or are partially on the walkway, the dropped kerb parking should be in the same fashion.
  • At no time may a vehicle be parked so as to cause an obstruction to the footway or in such a manner as to stop wheelchair users or double buggies from being able to access the footway.
  • Penalty Charge Notices issued for incorrect parking across Dropped Kerbs will not be cancelled.
  • It is the responsibility of waiver holders to ensure that their waivers are renewed within 21 days before the expiration of their current waiver. 
  • Holders of Blue badges are not permitted to park across dropped kerbs without a dropped kerb waiver.
  • Maximum size of the vehicles for which the application is being made must not exceed 2.3m in height or 5.25m in length. If any vehicle using a waiver exceeds these specifications, the waiver shall be rendered invalid.
  • Waivers will not be issued if the applicant has up to 3 outstanding Penalty Charge Notice(s) in the London Borough of Barking and Dagenham.
  • Vehicles and their contents are parked entirely at the owners’ risk and the council accepts no liability for any damage to vehicles whilst parked in a resident bay.
  • The council reserves the right to refuse or withdraw a waiver if the applicant attempts to fraudulently obtain or use a waiver. 
  • The council reserves the right to carry out random waiver application checks at any time. If the documents requested are not supplied, the council reserves the right to suspend or withdraw the permit until the documents requested are received.
