Development Plan

The Development Plan is used when assessing planning applications.

It consists of a series of documents which are used to plan strategically across the borough:

These are supplemented by a range of Supplementary Planning Documents (SPD) and other documents.

Barking and Dagenham Local Plan

The Barking and Dagenham Local Plan 2037 sets out the Council’s long-term vision for development in the Borough up to 2037. 

The London Borough of Barking and Dagenham formally adopted the 2037 Local Plan at Assembly on 18 September 2024. The adopted document incorporates the recommendations of the Inspector as set out in the Inspector’s Report.

Inspector’s report

 The Council received the Inspectors’ Report for the Barking and Dagenham 2037 Local Plan on 15 August 2024. This document concludes the Local Plan examination process. The Inspector found the policies ‘sound’ subject to the inclusion of the ‘Main Modifications’ attached to their report.

East London Joint Waste Plan Review

The London Boroughs of Barking and Dagenham, Havering, Newham, and Redbridge are working collaboratively to produce a new East London Joint Waste Plan (ELJWP).

It is a statutory requirement to produce an up-to-date waste plan. The most recent East London Joint Waste Plan (mentioned below) was adopted in 2012, and set out a planning strategy for waste until 2021. The emerging East London Joint Waste Plan will replace the 2012 East London Joint Waste Plan. 

The draft East London Joint Waste Plan will set out the planning strategy for waste management in East London until 2041. 

A consultation on the first draft of the East London Joint Waste Plan (known formally as the Regulation 18 draft plan) runs from Monday 29th July 2024 to 11:59pm on Monday 16 September 2024. 

There are multiple ways you can get involved in the consultation. To see the consultation documents and find out more about ways to get involved in the consultation please visit the dedicated consultation webpage set up by the east London boroughs. The page will include the most up-to-date information about the progression of the waste plan, including consultations and events.

You can access a hard copy draft of the East London Joint Waste Plan document at the Barking Town Hall and Dagenham Learning Centre. There are two consultation events arranged in Barking and Dagenham as follows:

  • Barking Town Hall at 3 – 5:00pm on Wednesday the 21st August 2024         
  • Dagenham Learning Centre, 11am - 1pm on Wednesday the 4th September 2024             

The Joint Waste Development Plan

The four East London Waste Authority boroughs of Barking and Dagenham, Havering, Newham and Redbridge formally adopted the Joint Waste Development Plan Document on 27 February 2012. The Joint Waste Development Plan set out a planning strategy for sustainable waste management until 2021. It enabled the adequate provision of waste management facilities (including disposal) in appropriate locations for:

  • municipal waste
  • commercial and industrial waste
  • construction and demolition waste
  • hazardous waste

The adopted Joint Waste Development Plan Document incorporates the binding recommendations of the Inspector as set out in the Inspector’s Report.

Inspector’s Report

The four East London Waste Authority boroughs of Barking and Dagenham, Havering, Newham and Redbridge received the Inspector’s Report on the Examination into the Joint Waste Development Plan on 14 November 2011.
